Kat Matic, Title IX Coordinator

Kat Matic serves as Dickinson College’s Title IX Coordinator, overseeing compliance with federal and state regulations related to sex discrimination and sexual misconduct. She manages the college’s response processes, supervises investigations and collaborates across campus to promote a respectful and equitable environment. Before joining Dickinson, Kat worked as a senior Title IX compliance specialist and investigator at Penn State University, supporting Title IX operations and case management across 24 campuses. She previously held additional Title IX equity roles in higher education as an associate dean of students/deputy Title IX coordinator and director of student conduct.  

Kat holds an M.A. in organization and leadership from Columbia University. 

Students and employees may contact Kat for support or questions related to sexual misconduct, available resources or Title IX processes at Dickinson. Stephen Winn, Assistant TIX Coordinator 

Stephen Winn brings over 10 years of experience at Dickinson in both Title IX and student conduct in the Dean of Students Office. Stephen has served on the All-College Committee on Planning & Budget and is currently part of Dickinson's Retirement Investment Committee.

A Boston native, Stephen earned a degree in electrical engineering from Worcester Polytechnic Institute and graduated from the U.S. Air Force War College. Stephen retired after two decades in the US Air Force where he was an instructor pilot, executive officer, flying squadron commander and combat mission commander. He and his wife have lived in Carlisle for 20 years. They have five children and four grandchildren. 


Jared Boyer, Assistant General Counsel 

As assistant general counsel, Jared Boyer advises stakeholders on a wide range of legal matters, from Title IX to contract negotiations. He joined the Office of General Counsel in 2020 as an investigator, working on matters arising under Title IX and college policy.

Before joining Dickinson, Jared worked in the Office of Inspector General for the Chicago Board of Education. In his time there, he oversaw investigations ranging from public corruption to sexual abuse, many of which resulted in criminal convictions. Jared has a bachelor’s degree in political science from Valparaiso University and a JD from Valparaiso University School of Law. 


Joshua Ford, Investigator 

Joshua Ford joined the Office of General Counsel, Title IX Office as an investigator in 2025. Joshua conducts inquiries into reported violations of Dickinson College’s harassment and discrimination policies. Prior to his time at Dickinson, Joshua worked as a special agent with the FBI for 22 years. 

Joshua obtained his bachelor’s degree in biology and chemistry from St. Lawrence University in 1996. He then attended Washington State University and received his Doctor of Philosophy in biochemistry and biophysics in 2001. Joshua worked in both the pharmaceutical industry and as a forensic scientist before becoming an FBI agent.
