The James Madison Fellowship aims to support students partaking in graduate study that leads to a Master of Arts, a Master of Arts in Teaching, or a Master of Education degree. The degree must be concentrated in American history, American government and political theory, political science, or American Constitutional theory. The fellowship is funded by the James Madison Memorial Fellowship Foundation, which selects at least one James Madison Fellow from each state, the District of Columbia, Puerto Rico, and the collection of Guam, the U.S. Virgin Islands, American Samoa, and the Northern Mariana Islands.
The James Madison Fellowship may be granted as either a junior fellowship or a senior fellowship. The junior fellowship is awarded to outstanding college seniors and college graduates without teaching experience who intend to become secondary school teachers of American history, government, or social studies. The senior fellowship is awarded to current teachers who wish to continue to their studies on the graduate level part-time. The maximum monetary value of the fellowship award is $24,000. The award may go toward payments of tuition and fees, books, and room and board.

The James Madison Fellowship is intended for graduate students who desire to become outstanding teachers of the United States Constitution on the secondary school level.
