Pennsylvania Governor Mark Schweiker launched the Keystone Stars Program, a new quality-improvement program for child-care providers, by recognizing the Dickinson College Children's Center. Administered by the Pennsylvania Department of Public Welfare (DPW), Keystone Stars recognizes providers who consistently excel in meeting or exceeding health- and safety-licensing regulations.
