Strategic Objective I: To protect and enhance the College's physical assets.

Goal 1: To reduce deferred maintenance, balance cycle maintenance and develop a practical preventative maintenance program for all applicable trades.

Goal 2: To increase the percentage of the operating budget that is being allocated to deferred maintenance phase-out and cycle maintenance objectives.

Goal 3: To reduce expenditures on daily services without negatively impacting service levels on campus.

Goal 4: To reduce expenditures on utilities without negatively impacting comfort levels on campus.

Goal 5: To identify ways for the Department to generate revenue that would increase the capacity of the operating budget to achieve goals.

Goal 6: To ensure that all Dickinson properties, even those not in Carlisle, obtain the same level of maintenance that main-campus facilities receive.

Strategic Objective II: SERVICE!

Goal 1: To improve service levels to the magnitude of 'consistently superlative'.

Timetable: By the summer of 2001.

Goal 2: To implement a computerized work order system that allows for improved management and prioritization of work, improved service and the ability to generate reports.

Level I Association: People, Financial Stability.
Timetable: To implement prior to March 2001.

Goal 3: To ensure that the department communicates effectively with itself, the campus community, the extended Dickinson community, neighboring Carlisle, and visitors.

Level I Association: People, Lifelong Affiliation, Visiblity.

Goal 4: To improve the quality of service and assets and to reduce the cost of operations by tapping into Shared Services resources and potential.

  • Procurement.
  • Consolidate operations, which are unnecessarily duplicated.
  • Identify full time Shared Services employees.
  • Identify targeted labor resources with Shared Services potential.
  • Share equipment.
  • Avoid unnecessary reliability on contractors by taking advantage of Shared Services resources.

    Goal 5: To continue to beautify the campus, both on the exterior and interior. To provide unique and distinct facilities which simultaneously blend-in with existing campus architecture. To provide facilities which inherently provide a statement regarding College programs, values and culture.

    Goal 6: To utilize the Department as a resource for students to understand and learn ways to be important members of a community and exemplary citizen leaders.

    Goal 7: To ensure that the department operates as a good neighbor to the surrounding Carlisle community, and to the world at large.

    Goal 8: To invite students to utilize the department as an educational resource. There are many possibilities for students to take advantage of learning from and analyzing a maintenance organization on a campus with 90+ employees and with responsibilities ranging from the planning, architecture and engineering of new facilities to taking out the trash. We have recently been involved with many Environmental Studies and Economics classes, and it is a goal for this to continue and expand.

    Goal 9: To provide services and facilities that are environmentally sound and to become an institution that is highly regarded for its environmental policies, practices and facilities.

    Timetable: By Fall of 2001.

    Goal 10: To increase the availability of parking on campus that does not interfere with more important programmatic objectives. In other words, to identify areas on the perimeter of campus that will satisfy parking needs.

    Timetable: Summer of 2001.

    Strategic Objective III: PEOPLE AND COMMUNITY!

    To maintain an examplary work force. To develop our employees as a valuable resource that requires fair and just leadership.

    Goal 1: To create a departmental atmosphere of pride and loyatly. To provide a workforce which has great morale. To increase intra-departmental communications so that all members of the department feel like they are part of and have a stake in Dickinson's success and its future.

    Goal 2: To provide training opportunities for employees to maintain a work force that is satisfied, positive, and able to act as a modern and flexible resource as the College moves forward.

    Strategic Objective IV: PLANNING AND TECHNOLOGY!

    To ensure that the proper planning tools are in place and are current. To ensure that technology is being used as a tool for the deparment to achieve its mission. To ensure that the campus utilizes the department and its resources during programming and planning endeavors.

    Goal 1: To develop a mission, vision, and five year plan for the department that is clear and concise, and to communicate this clearly to the department such that all Facilities Management employees are able to understand it and buy into it.

    Goal 2: To create an emergency action plan for the department that clearly outlines procedures to follow for departmental employees in the event of an emergency on campus, or in the greater Carlisle area.

    Goal 3: To maintain and improve relationships with Borough of Carlisle (BOC) officials and to ensure compliance with BOC code requirements and permits.

    Goal 9: To create and begin to implement a strategic plan for utility infrastructures. This goal is necessary to avoid emergencies, prevent program deficiencies due to utility inadequacies, and prevent utility costs from undercutting all other objectives because of associated costs and budgetary pressure.

    Goal 10: To modernize the College's residence halls and to develop a plan for the College's small houses.
